The Trade Commissions Act of 1909 created four trades commissions that set minimum wages that varied from industry to industry for a number of sectors where “sweating” was generally considered a problem and collective bargaining was not well established. This system was greatly expanded after the Second World War; In 1945, trades boards became wage boards, which set minimum wage standards in many sectors of the economy, including the service sector as well as manufacturing.
